Information about this year’s lecture and the format:
Climate change, international terrorism and digitalization are global challenges transcending state boundaries. Climate change is a phenomenon that affects the entire planet. In the virtual space, individuals’ rights to freedom are endangered by data abuse and disinformation campaigns. Terrorists use encrypted communication channels and the darknet in order to deliberately circumvent security agencies. Cross-border phenomena such as these require a coordinated approach from the international community. The requirement for states to coordinate their actions, however, is increasingly coming up against nationalism and tendencies towards autocratization. Which strategies can states like Germany and supranational groupings such as the EU pursue regarding the increasingly interconnected world? The lecture illustrates the spectrum of reactions available under international law ranging from collaboration, capitulation and unilateral action and discusses the significance of human rights as a normative organizational framework when dealing with an interconnected world.
